The Holden Comprehensive Cancer Center at the University of Iowa is seeking an Assistant Director of Outpatient Cancer Services to lead, manage, and provide administrative leadership to the outpatient cancer services of the Holden Comprehensive Cancer Center (HCCC), including the ambulatory clinic, infusion suite, outreach clinics, and the oncology registry. This role provides administrative support for outpatient operating activities including revenue and expenditure management in a multi-disciplinary center; establishing and maintaining organizational and administrative policies and procedures for the HCCC, working collaboratively on patient satisfaction initiatives across services occupying the HCCC outpatient space in Pomeranz Family Pavilion and outreach clinics. This role will also work collaboratively with the provider and physician leadership, nursing leadership, and staff of the cancer clinic, providing administrative supervision to staff supporting the functional areas of oncology registry, scheduling, and reception, and providing administrative oversight and assistance to the HCCC Multidisciplinary Oncology groups (MOGs).

Duties to include:
Financial and Data Management and Analysis:

  • Assist in the preparation of budget development for the clinic and infusion suite.
  • Create systems for effective implementation and monitoring of budget and volume performance.
  • Recommend strategies to increase resource efficiencies, which requires understanding of operational functions and staffing models.
  • Resolution of budget discrepancies.
  • Prepare administrative reports and make recommendations on equipment and other major purchases to HCCC leadership.
  • Analyze, forecast, and report patient care data and referring physician data to HCCC leadership.
  • Assist in the development of the clinical and supportive budgets, monitoring performance of the work unit to budgeted expectations and recommending adjustments as needed.
  • Develop staffing and general expense projections to assist in budget development and preparation.
  • Manage clinic staff productivity and processes to meet budget goals. Provide input and follow-up to inquires related to budget discrepancies.
  • Collect and analyze unit costs against clinic volumes to prepare justification for resource allocation and cost containment strategies.
Operations, Standards Of Care, Regulatory Compliance, Quality And Patient Satisfaction
  • Collaborate to achieve high levels of patient satisfaction. Direct process improvement teams to address areas of improvement. Work with multidisciplinary groups to respond to patient input. Sharing patient and family feedback broadly to encourage improvements in patient experience.
  • Provide coordination and administration across PFP clinics to improve operations, patient throughput. Assure regulatory compliance and achieve patient/ customer satisfaction/ quality goals.
  • In partnership with medical directors, identify and implement a comprehensive strategy for outpatient quality and safety. Provide oversight of quality improvement initiatives as set forth by the institution.
  • Achieve Commission on Cancer Accreditation for overall Cancer program and the National Accreditation on Breast Center Programs.
  • Ensure compliance with TJC regulations.
  • Oversight of daily operations, in partnership with Clinic Service Coordinators, for oncology clinics, infusion suites, and offsite locations including patient access, follow-up scheduling, and related support.
  • Develop and implement processes and procedures aimed at improving the patient experience, increasing patient volume, and strengthening collaborative patient care between services and sites.
  • Identify and monitor key performance indicators to collaboratively develop and/or implement process improvement and quality improvement initiatives.
  • Demonstrate and manage teams utilizing lean process improvement techniques to systematically find way to deliver the highest quality care and customer service in the most safe and efficient manner.
  • Oversee patient satisfaction monitoring, distributing satisfaction scores and indicators to key stakeholders. Recommend quality assurance and patient satisfaction strategies; implement solutions to enhance patient satisfaction; set expectations; serve on internal and external committees.
  • Supervise clinic projects; identify equipment and office support needs; review current operating procedures to develop productivity workflow model.
  • Maintain knowledge and understanding of legislation and regulatory bodies affecting health care and clinical practices. Ensure all regulatory policies, protocols, guidelines and/or practices are followed and/or met.
  • Provide technical expertise in the development of new clinical services and the addition of providers and other staff to the clinic.
  • Review activities and make recommendations for change in or better utilization of existing facilities, services, and staff. Project future needs and facilitate transition(s) including new construction and renovation.
  • Support and coordinate specific aspects of accreditation activities necessary to maintain clinical quality, staff, and provider practice standards and optimal outcomes.
  • Provide project management services for a variety of initiatives impacting clinical cancer services.
  • Partner with HCCC Nurse Managers for provider room assignments, ensuring efficiency, accuracy, and timeliness for changes and updates.
Patient Care / Services Delivery
  • Research, develop, and implement best practices to improve outpatient care delivery in the clinics and infusion suite.
  • Foster provider relationships to lead to increased provider satisfaction, streamline new patient process, enhance follow up of supportive services. Improve access to services by enhancing template utilization.
  • Assure all outpatient services are delivered with all applicable internal and external standards, licensure and certification requirements and meet all federal and state regulations.
  • Collaborate with medical directors regarding care and/ or service quality/ delivery.
  • Utilize process improvement techniques to consistently improve operations.
  • Monitor and provide feedback on Action-OI (benchmarking with other AMCs)
  • Review and set improvement strategies based on patient satisfaction information.
  • Support customer service initiatives; propose and implement effective staff training and integration of scheduling with physician practices.
  • Participate in the development, implementation, and update of electronic health record initiatives; collaborate with HCIS; advance the use of the system through team education, expectations, and prioritization; improve efficiency through the use of technological programming.
  • Manage provider transitions; onboarding new faculty and providers, departing providers, and adjustments to commitments of existing faculty and providers with respective divisions and departments.
  • Other duties as assigned.
Communication / Collaboration
  • Provide effective coordination among medical, nursing, core services and administrative staff to improve patient experience and throughput.
  • Coordinate communication and support collaboration among staff, medical staff, and healthcare leadership.
  • Engage and collaborate with providers to identify opportunities for improvement, program development, and capital budgeting.
  • Communicate with external agencies and constituencies to address issues and answer questions about the outpatient operations.
  • Identify strategies to increase visibility, reputation, and choice with referring entities.
  • Collaborate with external agencies and hospital departments to enhance the delivery of services within the HCCC; coordinates and resolves issues, as needed.
  • Participate in Clinical Leadership team, supervisory staff meetings, and unit staff meetings to review operational issues and assure consistency and coordination of processes and procedures.
Planning and Goal Management
  • Collaborate with the clinical leadership team to develop and implement short- and long-range goals consistent with the overall goals of the HCCC and the University of Iowa Health Care strategic plan, mission, and vision.
  • Serve as accountable leader for goals and action plans pertaining to strategic priorities and operational tasks.
Human Resources Management
  • Review benchmarks and monitor staffing and budget models.
  • For staff personnel directly supervised, oversee human resources activities such as staff recruitments, performance appraisals, promoting a welcoming and respectful work environment , and providing advice and assistance to the HCCC Human Resources Leader regarding personnel issues.
  • Hire, develop, and manage the performance of staff; set goals and expectations; assure staff compliance; monitor and manage performance issues effectively; demonstrate effective leadership and communication skills.
  • Promote effectiveness of high performing teams by leading initiatives that enhance staff engagement and teamwork.
  • Ensure standards of care, regulatory compliances, quality assurance, and safety regulations are followed.
  • Recommend staffing changes when duties or positions are added or removed from the work unit; ensure adequate coverage of assignments for customer service roles; implement staff training.
Educational Programs
  • Participate in the development, implementation and/or revisions related to the use of systems through team education, expectations, prioritization, and collaboration.
  • Coordinate key stakeholders to collaboratively prepare and provide patient education materials supporting all phases of care as it relates to the needs of each specialized care team.
Research Administration
  • Coordinate key stakeholders to identify processes and resources needed to align success within a growing clinical trial portfolio.
  • Serve as a leader standardizing clinical workflows with respect to the unique nature of clinical research expectations.
  • Identify opportunities to leverage clinical services to better support clinical research.
  • Educate staff about strategic prioritization and differentiation of research needs.

SUPERVISION RECEIVED:

The Assistant Director for Outpatient Cancer Services reports to the HCCC Associate Director for Administration. Collaborates closely with the HCCC Associate Outpatient Medical Directors.

SUPERVISION EXERCISED:

Administrative and functional supervision is exercised over Clinic Services Coordinators and the Oncology Registry Manager.

REQUIRED QUALIFICATIONS

1. Master's degree in Hospital and Health Administration, Public Health, Business Administration, or an equivalent combination of education and experience.

2. Extensive (4-6 years) working experience in hospital administration.

3. Professional job-related experience fostering or promoting a welcoming and respectful work/academic environment where people of all backgrounds and perspectives feel welcomed and appreciated; or demonstrated ability to do so.

4. Previous administrative experience in a matrix organization.

5. General understanding of health care operations management including experience with physician and hospital reimbursement regulations.

6. Demonstrated ability with statistical and financial analysis and the presentation of analysis.

7. Excellent written, verbal, and interpersonal communication skills.

8. Demonstrated project management skills.

9. Demonstrated leadership skills.
DESIRABLE QUALIFICATIONS

1. Previous experience in an academic cancer center.

2. Demonstrated ability to communicate effectively with physicians, researchers, administrators, and supervisors.

3. Demonstrated ability with forecasting for an outpatient academic medical center.

4. Recent experience in health care financial management.

5. Knowledge of University policies, procedures, and regulations.
