Purpose

The Associate Director, Grants Reporting and Compliance is responsible for supporting the delivery of high-quality services across the CWS network by managing grant reporting and compliance of Resettlement and Welcome Services (RWS) programming per donor requirements and organizational policies. This position serves as the steward for complaints and grievance procedures and analysis and liaises with other departments as required for investigations, corrective action, and learning. Primary responsibilities include overseeing the R&P M&E Manager and managing grant reporting and compliance of the R&P program. The position also has responsibilities related to protocol development and implementation, data analysis, program development, training, technical assistance, and proposal and report writing. An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner and to work independently to complete assignments.

Responsibilities

  • Maintain up-to-date self-education about resettlement and integration programs, and develop specific expertise in the R&P Program. Ensure other unit colleagues are informed as appropriate.
  • Maintain day-to-day contact and provide technical assistance to CWS network on aspects of grant and program compliance for the R&P program. Support program leads to manage grant reporting, program compliance, and subgrant monitoring.
  • Support Post-Arrival lead to manage R&P complaints and grievance procedures and analysis, and liaise with other departments (e.g, Program Quality and Compliance, Program Finance) as required for investigations, corrective action, and learning.
  • Support Resettlement Director with managing contracts process for new and existing partners
  • Coordinate with program leads and Monitoring, Evaluation, Accountability, and Learning (MEAL) Unit to develop robust mechanisms and systems for tracking and monitoring program deliverables.
  • Support the Resettlement Director to Manage R&P's quarterly period progress reports (PPRs) in collaboration with MEAL Unit and Data Integrity Officer.
  • Oversee the R&P Monitoring and Evaluation manager and team to ensure MEAL processes are in line with grant requirements in consultation with program leads and supervisor
  • Collaborate with the Resettlement Director to oversee and coordinate Resettlement team proposal and report writing processes, developing systems and assigning tasks in coordination with supervisor and other managers to ensure timely completion.
  • In coordination with program leads, oversee and coordinate Resettlement team grant reporting, R&P monitoring budget, and evaluation of programmatic changes and impacts to the grant as well as development of yearly R&P grant or other proposals.
  • Assist in the development or revision of MEAL-related CWS policies, standard operating procedures and training materials to ensure high quality service provision by CWS network.
  • Focus will be placed on the development systems and tools to improve upon existing mechanisms tracking grant and program reporting compliance and targets.
  • Collaborate with MEAL Unit and Data Integrity Officer to define indicators to measure achievement and evaluate outcomes, as needed; through regular review of qualitative and quantitative data, identify program trends, promising practices and areas for improvement and make recommendations for program development and enhancement.
  • In collaboration with colleagues, develop and provide needs-based technical assistance and training via e-learning modules, webinars, in-person trainings, communities of practice and one-on-one phone calls.
  • Liaise with other unit colleagues for the purpose of sharing relevant information regarding resettlement sites, particularly as it relates to case management standards of care.
  • Train and guide program monitors to assess compliance and support successful implementation of programs serving marginalized communities.
  • As requested, represent CWS at internal and external conferences, meetings, committees and working groups with CWS colleagues, national Resettlement Agencies, federal partners and other stakeholders.
  • Perform other related duties and projects as requested.

Qualifications

Experience:
  • At least 7 years of experience in a program management or compliance role required
  • At least 3 years of recent R&P experience required
  • Local resettlement affiliate experience required
  • At least 3 years of direct supervisory experience preferred
  • Experience with federal grants strongly preferred
  • Strong understanding of grant reporting and compliance requirements
  • Strong knowledge and experience with monitoring and evaluation techniques, including using participatory, client-centered approaches, required
  • Must be able to travel to affiliate sites and be able to troubleshoot
  • Excellent project and data management skills
  • Excellent organizational and time management skills and ability to manage a large and diverse workload under pressure and with competing priorities
  • Ability to maintain a high performance standard with attention to detail
  • Experience in general office work, processing information and materials and maintaining records and files
Skills:
  • Strong interpersonal and diplomacy skills; ability to work collaboratively and effectively with partners and teams
  • Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS
  • Knowledge and experience in working with Microsoft Word, Excel, Power Point and database software is essential
  • Strong writing skills
  • Ability to work in a multi-cultural environment required

Education and Certifications:
  • Bachelor's degree or equivalent education and work experience required
  • Master's degree in nonprofit administration, or similar field preferred

Work Location:

This position is a remote US-based role with in-person responsibilities. Employees with a remote work arrangement must be able to fulfil the following conditions:

  • Ability to maintain secure and appropriate personal work environment for day-to-day work
  • Access to strong and reliable internet access
  • Ability to adhere to CWS data security policies and protect sensitive and personally identifiable information
  • Regular work hours must span core business hours 10AM-4PM Eastern time
  • Proximity to U.S. airport and ability to travel to attend CWS and external meetings, conferences, site visits and other in-person engagements.
  • Must use CWS provided equipment such as laptop and cell phone
