Job Description:

This position will be the supervisory position managing a team of analysts, performing evaluation and consultation with delegated agencies on operational systems performance, operations analysis, performance goals, grant availability, and comprehensive cost analysis with the ultimate goal of achieving significant improvements in the quality, throughput, and cost of government system across the state of Nebraska. Additionally, this supervisor position will be involved in higher profile system improvement, realignment, and cost reduction projects.

Job Location is 1445 K Street, Downtown
Hours: 8-5, Monday - Friday

Job duties

Select, train, and supervise a team of 3 Business & Finance Operations Analysts and 1 Business & Finance Operations Analyst Lead, delegating work assignments, establishing deadlines/ priorities/ goals, conduct performance evaluations, complete work reviews and approvals.

Oversees the state's improvement project portfolio to achieve the Governor's performance targets in partnership with leadership and subject matter experts across the state.

Provide support, advice, analysis, and consultation to the Governor, state agencies, and other government officials. Evaluate program effectiveness and efficiency and implements recommendations on program and budget policy, emphasis, and direction. Review and monitor financial and operational reports. Reviews and analyzes agency operations with subsequent presentation of analysis to the Governor and senior staff. Confer and make formal presentations regarding options to agency directors and the Governor concerning specific agency programs, facilities and staffing patterns. Aid department heads in implementing new programs by providing necessary fiscal and management analysis and information. Perform other duties as assigned.

Requirements / Qualifications:

Minimum Qualifications: A bachelor's degree in public administration, finance, economics or related area plus six years of work experience in public administration, finance, economics or related area. Experience may be substituted for education on a year-for-year basis.

Preferred Qualifications: Preference will be given to candidates who possess a master's degree in any of the stated educational areas. Ideal candidate will have experience or training in delivering formal presentations. Experience in data analysis and research utilizing spreadsheets and databases such as Microsoft Excel and/or Access.

Other: Regular and reliable attendance is required.

  • Skills in presentation and explanations of complex concepts to leadership/executive level personnel.
  • Ability to identify and communicate opportunities for optimization and efficiency within financial and operational systems.
  • Ability to work with individuals in different levels of an organization/ government.
  • Ability to motivate and support a team to accomplish common goals.
