Position Summary:

The University of North Carolina at Chapel Hill Police Department is seeking a qualified police commander at the rank of Captain. The duties of this position include broad and comprehensive supervisory and managerial responsibilities which include directing the activities of the Support, Patrol or Administrative Divisions. This position works with substantial independence and discretion in daily managerial functions in an extremely complex 24/7/365 work environment.
Candidate(s) must have progressively responsible experience in law enforcement, including supervisory experience; or an equivalent combination of training and experience. Candidate(s) must have the ability to direct one or more major sections of the UNC Police Department, including but not limited to evaluating the work of others; exercise independent judgment in the interpretation, application and enforcement of state laws and regulations; develop work assignments and responsibilities to achieve short-range goals and objectives for the assigned Division; arrange and assign work to effectively utilize Division resources to include coordination with Divisional administrative and technical services; establish Divisional operating standards and procedures to comply with state and federal rules and regulations and the policies of the organization; ability to oversee the recruitment, selection and development of Divisional employees to include, coaching, counseling, disciplining, and performance evaluation; plan and support the training and development of Divisional employees to maintain a diverse workforce; effectively communicate with department staff, the public, representatives of the legal system, and University faculty, students and staff; prepare and make presentations to various internal and external audiences on behalf of the assigned Division; identify strategic issues facing the assigned Division and develop long-range goals to address those issues in accordance with the vision of the organization; prepare staff reports and recommendations related to specific assignments, investigations, or research; prioritize and organize personal work load and perform duties and assignments with focus and determination while exhibiting a 'can-do' attitude; inspire others with compelling vision, building trust through actions and creating a culture of ethical principles; act and direct the action of others quickly and intelligently in emergency situations; operate a motor vehicle according to North Carolina motor vehicle laws, including the possession of a valid North Carolina Driver's License.

Minimum Education and Experience Requirements:

A minimum of a bachelor's degree or greater and 7 years of sworn law enforcement officer experience or an associate's degree and 9 years of sworn law enforcement officer experience. At least two years of the experience must have been in a supervisory role equivalent.

Required Qualifications, Competencies, and Experience:

Current Certification as a Law Enforcement Officer in accordance with the provisions of the North Carolina Criminal Justice Education and Training Standards Division or the ability to achieve certification within one year of employment is required.

Preferred Qualifications, Competencies, and Experience:

Prefer candidates who have obtained a Bachelor's degree or higher and has a minimum of 2 years of law enforcement command experience in a higher education environment. However, a combination of directly related education and experience may be substituted for a degree.

Special Physical/Mental Requirements:

Candidate must meet physical and psychological requirements of the North Carolina Criminal Education and Standards Commission, which includes a physical exam, psychological exam, and drug test. In addition, the UNC Police department requires a polygraph examination.

Position involves being able to subdue resisting suspects and effect forcible arrests; must be able to defend oneself; operating a law enforcement vehicle under emergency conditions during day and night; pursuing fleeing suspects; performing searches of people and buildings involving feeling and detecting objects; exercising independent judgement in determining when to use force and to what degree; enduring verbal and mental abuse; comprehending legal documents including citations, affidavits, and warrants; commanding emergency personnel at accidents, emergencies, and disasters.

Campus Security Authority Responsibilities:

This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
