SUMMARY
The Chief Human Resources Officer (CHRO) at Jackson College is a senior administrative position tasked with providing strategic leadership across all facets of a comprehensive human resources operation, including talent management, culture development, professional growth, and employee engagement. Reporting directly to the College President, the CHRO leads a dedicated HR team and plays a pivotal role in creating an inclusive and supportive work environment that welcomes, respects, and celebrates all identities. This commitment to inclusivity is essential for attracting and retaining top talent and ensuring that HR strategies align with the College's mission, vision, values and objectives. Specifically, the CHRO is responsible for, but not limited to:

  • Creating and implementing HR strategies that support the organization's values, goals and objectives.
  • Growing the College's TCS2 (Total Commitment to Student Success) culture, providing love, care, and service to others, both internally and externally.
  • Ensuring an inclusive, equitable, meaningful and respectful hiring process for new employees.
  • Developing and deploying a training plan comprised of programs and supports for employees throughout the year.
  • Ensuring the deployment of a meaningful, week-long onboarding for all new employees.
  • Creating a meaningful and informative on, and off-boarding program for departing employees.
  • Regularly reviewing market competitiveness for all employee classifications, including the creation of compensation plans and other workplace policies which is updates every five years.
  • Managing and coordinating employee teams that oversee talent acquisition, employee engagement, and on- and off-boarding processes.
  • Ensuring that the College remains safe and respectful environment, one that appreciates and welcomes all identities.
  • Providing support to the College President as requested; and
  • Serving as the lead negotiator on collective bargaining matters.
  • Essential Functions

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Strategic HR Leadership:
      1. Collaborate with the President and other senior leaders to develop and execute HR strategies aligned with the College's mission, vision, values and goals.
      2. Collaborate with senior leadership teams to ensure HR initiatives support the College's long-term vision.
      3. Provide visionary leadership in HR practices, talent management, workforce planning, inclusive excellence, and organizational development.
    • Talent Acquisition and Management:
      1. Oversee the day-to-day operations of the HR department, especially with regard to the recruitment and selection process to attract diverse, highly skilled candidates for administrative, faculty, and staff positions.
      2. Implement and refine the College's NEO (New Employee Onboarders) onboarding and orientation program as the principal vehicle to integrate and support new employees into the College community.
      3. Develop and manage talent development and succession planning programs across the institution.
    • Employee Relations:
      1. Foster and create strategies to ensure a positive work environment by promoting open communication, conflict resolution, and a culture of respect and valuing all identities.
      2. Develop and implement policies and procedures that comply with federal and Michigan laws and regulations.
      3. Lead investigations and resolutions of employee relations issues and complaints, ensuring the maintenance of records, and engaging external legal counsel for review, as needed.
      4. Responsible for facilitating productive faculty, staff and labor relations including participation for the negotiation and implementation of collective bargaining agreements, as well as handling all filed union grievances;
    • Compensation and Benefits:
      1. Manage compensation and benefits programs, ensuring competitive and equitable pay structures.
      2. Manage all aspects of benefits administration, including benefits enrollment, claims to process, and customer service. In addition, create programs that encourage employee health and wellness.
    • Learning and Development:
      1. Collaborate with academic departments to identify professional development needs for faculty and staff, including the regular deployment of a Jackson College Leadership Academy.
      2. Develop and Implement an annual training and development program to enhance employee skills and promote career growth.

    • Performance Management:
      1. Develop and maintain an effective performance appraisal system that supports employee growth and accountability of all employees.
      2. Ensure effective performance evaluations and feedback processes for all employees with proper documentation of same.
      3. Oversee the Performance Management Process by tracking employee progress toward organizational goals. This includes evaluating employee performance, informing employees about their strengths and weaknesses, outlining development opportunities for improvement, and providing feedback on performance.
      4. Actively coach and support supervisory staff on performance management issues;
    • Employee Relations:
      1. Conduct an annual institutional college culture appraisal and recommend strategies for improvement to the President and the President's Cabinet.
      2. Facilitate resolution of employee concerns and grievances.
      3. Promote a positive and respectful workplace culture.
    • Inclusive Excellence:
      1. Promote and support identify and inclusion initiatives throughout the College.
      2. Develop and implement strategies to enhance diversity recruitment and retention efforts.
    • HR Technology and Data Analytics:
      1. Utilize HR technology and data analytics to make informed decisions and improve HR processes and employee successes.
      2. Ensure data privacy and security compliance in concert with the College's IT Departments.
    • Compliance and Reporting:
      1. Stay updated on employment laws and regulations and ensure college compliance.
      2. Prepare and submit required reports to regulatory agencies as required.
      3. Serve as the College's Equal Employment Opportunity Compliance Officer, ensuring the College meets its commitment to Equal Access/Equal Opportunity and maintains a work environment free of discrimination and is supportive of a diverse, multi-cultural workforce and student body.
      4. Serves as the college's Title IX Coordinator;
    • Budget Management:
      1. Develop and manage the HR department's budget efficiently

    SUPERVISORY RESPONSIBILITIES:
    This position must carry out supervisory responsibilities in accordance with the College's policies, labor agreement and applicable laws. The CHRO directly supervises the Director of Human Resources and other HR staff.

    CONTACTS AND PURPOSE OF CONTACTS:
    Internal: Frequent contact with staff at levels in various campus departments in an information gathering and problem-solving capacity.

    External: Contact with students, community leaders, Uniserv Directors, and members of professional organizations as a representative of Jackson College. Minimum Qualifications

    QUALIFICATIONS:

    Education and/or Experience

  • Master's degree in an area related to Labor Relations, Human Resources Management, Business Administration, Education Administration, or other related field, and a minimum of five (5) years of related, progressively responsible experience in Human Resources or related experience;
  • This position requires a background in the area of Human Resource Management, or related area, and a preference for experience in labor relations and union negotiations;
  • Experience in developing and implementing HR policies and procedures, willingness to build knowledge of employment laws and regulations at the federal level, as well as in Michigan;
  • Exceptional leadership and communication skills, with the ability to work collaboratively across all levels of the organization;
  • Demonstrated commitment to diversity, equity, and inclusion;
  • Strong analytical and data-driven decision-making skills;
  • HR certification (e.g., SHRM-SCP, SPHR) is highly desirable - if not currently certified, must be willing to become certified.
  • Excellent organizational and project management abilities.
  • Proficiency in HRIS and other HR-related software.
  • Excellent written and verbal communication skills.
  • Experience in an educational or community college setting is preferred.

  • Cultural Skills
    Ability to work effectively in a multi-ethnic/multi-cultural environment with students, faculty, staff, and applicants. The CHRO must also have an appreciation for, and ability to work effectively, with persons of different cultural contexts and socioeconomic backgrounds.

    Language Skills
    Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. The CHRO must have the ability to respond to common inquiries or complaints from employees, regulatory agencies, or members of the community. Ability to write speeches and articles for publication that conform to prescribed style and format. The position requires the ability to effectively present information to top management, public groups, and/or boards of directors.

    Mathematical Skills
    The CHRO must have the ability to work with mathematical concepts such as probability and statistical inference and the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

    Reasoning Ability
    Ability to define problems, collect data, establish facts, and draw valid conclusions. The post requires the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
