DESCRIPTION:
Join our team at the Nebraska Department of Natural Resources (NeDNR). The successful candidate will work on projects under NeDNR's Cooperating Technical Partners (CTP) grants with the Federal Emergency Management Agency (FEMA), conducting detailed hydrologic and hydraulic analysis for flood risk identification, and providing technical assistance to the general public. Please be advised that this position is a grant-funded position and is contingent upon continued funding. NeDNR has received grant funding since 1999, however this position will cease to exist if the funding is discontinued. Typically, there is at least a year's notice if the position is going to be defunded.

JOB DUTIES:

Perform assignments under limited supervision as directed by his/her supervisor including: conducting hydrologic and hydraulic analyses for flood hazard identification; delineating floodplain areas based on new or existing hydrologic and hydraulic analyses; preparing technical reports in accordance with State, Federal, and grant requirements; creating Draft Flood Insurance Rate Map (DFIRM) databases based on FEMA's guidelines and specifications; providing floodplain information to members of the local community; providing technical assistance related to floodplain management to communities, counties, and other state agencies; conducting technical assistance project reviews of data produced by external engineers to confirm the projects meet state and federal regulations; educating the general public about floodplain management; assisting with outreach and training efforts including demonstration of the section's 3D flood model; and participating in and conducting meetings as they relate to grant activities.

Requirements/Qualifications

Minimum Qualifications: Bachelor's degree in an Engineering discipline AND an Engineering Intern Certification or ability to attain EI within one year of employment.

Other: Experience using ESRI GIS Software, HEC-RAS, and HEC-HMS is preferred, and Microsoft Office is required. A Certified Floodplain Manager (CFM) is preferred.

Knowledge, Skills, and Abilities:

Knowledge of: principles and modern methods and techniques of hydrologic and hydraulic analyses; process for developing accurate topographic datasets using geographic information system (GIS); FEMA's flood insurance rate maps, and flood insurance reports; and knowledge of FEMA guidelines and specifications as they relate to DFIRM database creation; is desired.

Skill in: Completing engineering computations related to hydrologic and hydraulic analyses and in accurately documenting processes and design decisions.

Ability to: apply and interpret federal and State laws and regulations specific to floodplain management, prioritize tasks, be detail orientated, follow guidelines and specifications, work with limited supervision, work with governmental agencies and the general public; communicate effectively; work cooperatively with co-workers, and work independently to solve complex engineering problems, is strongly desired.
