Roles and responsibilities reflecting this expanded position are:

1. Perform the duties of the ACC Office of Legal Affairs and supervision of the staff of the Office of Legal Affairs, especially at it regards industry-sponsored clinical trials.

2. Represent the ACC on legal matters and other matters as requested by the Director including collaborations with other offices on campus such as the PSOM Office of Clinical Research (OCR), the Office of Research Services (ORS), other entities in the Health System; and University's Penn Center for Innovation and other centers.
3. Collaborate and advise cancer center faculty with regards to relationships with industry particularly around innovation in technology development and clinical trial performance.

The Executive Director will: Structure, draft and negotiate complex, research collaborations (e.g., Parker, Allen Institute, etc.) where genetic sequencing, Penn data privacy (and mining of the same by outside for-profit entities), etc. are implicated; negotiate Penn investigator-initiated CTAs to safeguard Penn IP interests; negotiate sponsored, collaboration, vendor/lab services, data use agreements, material transfer agreements, etc. where Penn IP interests are implicated; coordinate all aspects of agreements (in collaboration with PCI) where export control issues around Penn biological samples and data (specially, vis a vis US-designated security risk companies) are implicated; and coordinate and manage (including the implications thereof and drafting language to reflect concerns) all IP review with PCI Corporate Contracts team; supervise industry contracts from other Penn Medicine locations, e.g., LGH, Princeton, Presby and CCH.

The executive director is a member of ACC Executive Management team, coordinate with all other research offices at Penn on behalf of the ACC (ORS, OCR-Legal, OGC, IND Support Unit, ORSS, etc.), and performs all other functions as head of legal for the ACC.

Qualifications

  • J.D. degree (required) or Doctor of Law and 5 to 7 years of experience or equivalent combination of education and experience is required

  • Extensive experience in contract negotiation or other related legal fields in biomedicine.

    Understanding of clinical trial legal contracting and intellectual property protection
