Job Description:
The Department of Health and Human Services is looking for a dynamic individual with a keen attention to detail to serve as the Issuance and Collections Unit Supervisor with the Office of Economic Assistance. This position supervises a very dynamic team and will perform a large variety of different tasks across multiple programs. Each team member performs unique duties, and the candidate will need to obtain high-level knowledge of all the duties of the team.
This position works with a wide variety of DHHS programs' financial and delivery processes and procedures.
The Issuance and Collections Unit Supervisor:
•Is responsible for reconciliation and reporting of the Supplement Nutrition Assistance Program (SNAP) and EBT usage.
•Works with vendors contracted for EBT and EFT payment programs.
•Supervises staff that work with EBT issuance, delivery, and record-keeping that complies with State and Federal Requirements.
•Supervises staff that work with SNAP collections and Childcare program overpayment creation as well as other financial services.
•Supervises staff that work with internal and external agencies for verification of provider contracts and wages.
•Creates and manages policies and procedures within the unit to support efficient and effective work practices.
•Provide support to a variety of DHHS teams and individuals to solve problems and create positive outcomes.
•Maintains and updates unit procedures and standard operating procedures.
EXAMPLES OF WORK:
•Plans, designs, implements, and monitors for future improvements, reporting and procedural instructions for comprehensive fiscal management program; performs research and implements system improvements.
•Analyzes and validates financial data; compiles and compares information to provide fiscal projections and forecasts affecting significant agency resources.
•Directs, implements, and modifies policies, procedures, instructions, and manuals relating to a variety of DHHS programs.
•Interprets appropriate federal and State laws, rules, regulations, and standards to ensure compliance and efficient operation.
•Consults with and advises management on financial matters to exchange information, to identify the characteristics and impact of financial problems, and to formulate possible solutions.
•Advises agency professional and technical staff, business partners and senior managers concerning procedures and policies to answer inquiries and to provide professional guidance in the resolution of financial problems.
•Schedule, distribute and guide the work assignments of professional and technical accounting staff.
•Train technical and clerical unit staff, as directed, in specific task and job practices and procedures of the unit.
Hiring rate: $28.077 per hour - Exempt
Work Schedule: Monday - Friday; 8:00 AM - 5:00 PM
Dress Attire: Business Casual

Requirements / Qualifications
Minimum Qualifications: Bachelor's degree in accounting, finance, statistics, business administration or related field; OR Associate degree in accounting, finance, statistics, business administration or related field and two years' experience with professional accounting procedures; OR four years' experience with professional accounting procedures including developing public accounting systems, modifying public accounting systems, and financial management consultation.
Preferred Qualifications: Previous experience in a supervisor or management role with DHHS or other public or private agencies. Experience working with Public Policy or interpreting program regulations at Federal or State level. Experience with the SNAP/EBT program. Knowledge of the NFOCUS system.
Other:Valid driver's license or the ability to provide independent authorized transportation for work-related travel.
Knowledge, Skills, and Abilities
Knowledge of: Project management procedures; research practices and techniques; record keeping methods; federal and State laws and regulations applicable to public assistance program operations; the principles and techniques of leading and/or supervising professional level staff.
Skill in: listening to and understanding information received; using methods or formulas to compare, analyze and present data; compiling data from multiple sources into a single, comprehensive document or report.
Ability to: interpret and apply State and federal fiscal policies and procedures; learn and apply the principles and concepts of specific agency programs, policies and operating details of an accounting system; organize and present facts and opinions so others will understand; communicate to exchange information and ideas and to promote agency needs, plans, and objectives; analyze and interpret financial data and draw conclusions.
