SUMMARY

The Program and Evaluation SME focuses on providing high level expertise on systematically applying scientific methods to assess the design, implementation, improvement, or outcomes of initiatives managed by the Centers for Disease Control and Prevention's (CDC's) Public Health Infrastructure Program (PHI).This full-time position is remote to the Atlanta, GA area.

Must be able to obtain a CDC Public Trust clearance for access to facilities, equipment and property.

ESSENTIAL REQUIREMENTS

Must be able to obtain a CDC Public Trust clearance for access to facilities, equipment and property.

Bachelor's degree, Master's preferred, in public health, statistics, social sciences, health or other related field required. Minimum of ten (10) years experience in a public health program related to surveillance or epidemiology, or equivalent combination of education and experience.

Experience developing and overseeing program budgets, contracts and/or grants. Prior experience providing assistance with strategic planning or program evaluation with a diverse set of stakeholders and priorities.

Knowledge/experience with Microsoft Professional Suite (Word, Excel, & PowerPoint).

Proven ability to take ownership of deliverables and drive successful execution.

Ability to negotiate with peers and senior leaders to come to an agreed upon and productive solution to business problems.

Strong analytical, problem-solving skills and critical thinking skills. Exceptional customer service skills with ability to build positive, professional relationships.

Ability to communicate / explain technical information clearly and concisely to a broad range of people with varying levels of technical expertise.

Exceptional organization skills with ability to prioritize tasks and to effectively manage multiple projects and priorities.

Ability to work under pressure and to meet tight deadlines.

Ability to work both independently and in a highly collaborative, team environment.

KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following. Other duties may be assigned.

Provides technical assistance and support to multiple cooperative agreement recipients across several PHI Programs.

Develops and disseminates annual evaluation reports across multiple programs.

Participates in regular calls with CDC Programs to discuss progress on the tasks. Performs and/or supervises the on-going analysis of programs requiring the utilization of industry standard techniques.

Examines quantitative data and qualitative data from staff, outside stakeholders and program reports to understand the impact of and strengthen internal programs.

Maintains the monitoring and evaluation (M&E) database and data visualizations for use by programs' team to compare results across the program.

Contributes high-level technical expertise and skills to existing or new projects (including but not limited to training, technical assistance, evaluation, organizational infrastructure development, program management, and/or research).

Supports projects in operationalizing performance M&E plans, to include clearly defined indicators, operational protocols for collecting data and a system for the consistent and accurate collection, collation, analysis and use of data.

Conducts internal data quality audits of project M&E systems.

Supports staff in timely and meaningful analysis of any data being collected.

Provides expertise, guidance, and support in relation to Public Health.

Supports strategic and long-range systems planning, by matching short-term and long-term client goals with specific solutions needed to accomplish agency objectives.

Occasionally required to stand, walk, and stoop, kneel, crouch, or crawl. May occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $120K - 150K, with the final offer contingent on location, skillset, and experience.
