SUMMARY
The Program Manager 3 is responsible for leading and managing comprehensive programmatic activities. This role demands a high degree of autonomy and expertise in strategic planning, complex analysis, and coordination of larger projects. The analyst will play a crucial role in guiding program direction, making significant contributions to policy implementation, and overseeing program execution.
Responsibilities
ESSENTIAL DUTIES & RESPONSIBILITIES
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.
- Manage the Event Support staff, Travel Account Management Support, Warehouse Support, and Distribution Center ("Mailroom") Support staff ensuring proper procedures and policies are followed and services are delivered on time.
- Direct and supervise staff ensuring completion of all daily duties and maintain 100% accountability of deliverables within ILMS, and/or CA Management Software Systems, and/or Excel electronic spreadsheets or logs.
- Maintain metered mail electronic reports and ensure accounts are being charged correctly with 100% accountability in the DOS/CA software systems.
- Track funding expenditures on metered mail accounts and provide a written funding request when funding reaches a given threshold for replenishment as determined by the GTM.
- Coordinate, schedule, approve, and report leave ensuring sufficient coverage of the Events Team, Distribution Center, and Warehouse staff to meet required coverage hours.
- Provide monthly planned leave reports 30 days out to GTM.
- Determine and submit as necessary any scheduled overtime in advance to GTM/COR for approval or in cases of unscheduled overtime after the occurrence.
- Monitor Distribution Center's ("Mailroom's) group email address for incoming email inquiries ensuring staff acknowledge, marks, and responds within two hours and follow up to inquiries within one (1) business day.
- Investigate, document, and report customer complaints on the day of occurrence to the GTM if customer's materials are not received as requested or are late; and complete a follow-up report of findings within two (2) business days.
- Serve as the liaison to the GTM.
- Provide GTM weekly written reports regarding task updates, completions, work volume, staffing coverage, and difficulties/issues encountered by staff.
- Operates within customer provided guidance, contract limitations and company business and policy directives.
- Ensures that all required resources are available for program execution.

- Display excellent customer service skills and interpersonal abilities during conversations, both verbal and written, with DOS employees at all levels, other contractors, and other Federal counterparts.
- Bachelor's Degree or High School Diploma with six (6) years specialized experience in related distribution operations.
- Proficiency in the use of Microsoft Office Suite.
- Demonstrated strong written and oral communication skills.
- Demonstrated timely and proficient organizational skills with the ability to work independently, with no supervision, and multi-task in a high volume, fast-paced work environment.
- Demonstrated ability to have a flexible, team-oriented approach to work while building and maintaining strong working relationships with colleagues.
- Demonstrated excellent customer service ability.
- Possess working knowledge of DOS proper regulations and procedures for handling mail as outlined in 14 FAM 700/FAH-4/-5 Pouch and Mail Handbook including safe handling of suspicious mail.
- Possess working knowledge and familiarity with DOS' ILMS Diplomatic Pouch and Mail (DPM) and Mail Management System (MMS) software and hardware; and the Warehouse Management System (WMS) software and hardware used to track and account for all accountable items.
- Strong working knowledge and familiarity of DOS' address and office symbols.
- Strong working knowledge and familiarity with the USPS' domestic postal zip codes.
- Ability to lift, and/or carry heavy, large, and/or 'awkward' items (up to 60 lbs.) with no limitations.
- Possess driving knowledge of roadways throughout Washington, DC, Virginia, and Maryland with excellent proficiency on routes required for GSD pick-up and delivery destinations.
- Possess, and maintain throughout POP, a valid US driver's license and a clean driving history.

WORK ENVIRONMENTWork Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.
Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.
SUPERVISORY RESPONSIBILITIES - No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
