Purpose

The Case Management Pilot Program (CMPP) is a federally funded program that provides case management and associated services to asylum seekers and other noncitizens. The goal of CMPP is to ensure that individuals seeking asylum or other immigration relief have access to voluntary, trauma-informed case management and social services. CMPP is overseen by a National Board, which provides funding to nonprofit organizations and local governments to deliver CMPP services in their communities. CWS is the Fiscal Agent of the National Board and is responsible for managing awards to the CMPP service providers (subgrantees).

The Program Officer works closely with subgrantees, overseeing programmatic reporting and grants compliance by subgrantees. This position is responsible for all data tracking, analysis, and aggregation, and manages the program database in close collaboration with the program manager. The position also provides technical assistance and training to subgrantees, supports CWS monitoring and related activities, and manages program materials and files. The Program Officer reports to the Senior Program Manager for CMPP.

Responsibilities

    • Provide programmatic oversight and support to subgrantees, particularly on grant reporting and program enrollments.
    • Provide training and technical assistance to subgrantees on program requirements, including reporting, enrollment processes, and related best practices.
    • Under the program manager's oversight, manage subgrantee programmatic reporting. Receive, review, evaluate, and synthesize data and narrative reports; follow up with subgrantees as needed; and ensure the accuracy and timeliness of reports.
    • Communicate with subgrantees about enrollment processes and proper procedures, ensure ongoing understanding and compliance, and provide feedback on practices and related materials.
    • In coordination with the CMPP M&E Program Assistant, ensure the timely and accurate submission of enrollment data by subgrantees, and track enrollment data internally.
    • Create internal systems for accurately tracking and maintaining all subgrantee data, including enrollments and reporting information. Develop and maintain databases and data systems for accurate tracking.
    • Contribute to CWS reporting to FEMA and CRCL, including preparation of data and narrative summaries.
    • Participate in regular meetings with donor and other stakeholders.
    • In coordination with the Senior Program Manager and Program Director, contribute to the development of the CMPP Program Manual for subgrantees.
    • Support the design and implementation of the program monitoring and evaluation plan and activities.
    • In coordination with the CMPP M&E Program Assistant, maintain and ensure all CMPP electronic files and folders.
    • Oversee migration of CMPP subgrantee data into the CWS database for monitoring and reporting purposes.
    • Perform other duties and tasks, as required.

Qualifications

  • Education:
    • Bachelor's Degree required, preferably with a focus in Immigration, International Relations, Political Science, Public Administration, or related field.

    Qualifications:
    • At least 5 years of professional experience related to refugees and migration, immigration legal services, and/or immigration policy, preferably with a non-governmental organization.
    • Demonstrated ability to produce high-quality and accurate documents, data reports, and other work product.
    • Excellent organizational and time management skills, and able to timely manage multiple projects at one time.
    • Experience designing and/or analyzing data collection and conducting data blending, aggregation, and reporting.
    • Advanced working knowledge of Excel, background in working with large and complex datasets, and experience with analytics tools embedded within databases.
    • Excellent written and verbal communication skills in English.
    • Excellent analytical skills and attention to detail.
    • Demonstrated ability to work effectively with a high degree of autonomy and independence.
    • Strong interpersonal and diplomacy skills, including the ability to engage professionally with a range of partners.
    • Experience working with institutional donors preferred, including during the contracting and award management process.
    • Must be willing to travel domestically for monitoring visits, site visits, and program meetings.
    • Ability to work in a multi-cultural environment required.
