Job Description Summary:
PayPal state GR lead for Eastern United States.

Job Description:

The US State Government Relations Manager is responsible for providing strategic Government Relations (GR) counsel and program support in order to support PayPal's rapidly growing business in the United States. This person will work with state and local governments, industry associations, academia and PayPal merchants to shape the policy environment, protect PayPal's reputation and help PayPal grow its business. PayPal is primarily regulated at the state level as a licensed money transmitter, so establishing and maintaining strong relationships with our key state stakeholders is critical. This position will be responsible for GR efforts in the Eastern United States.

Core Responsibilities:

  • Responsible for the planning and execution of strategic GR plans including legislative and public policy matters for PayPal in the Eastern United States.
  • Manage external consultants and coordinate with PayPal GR, Legal teams, and other company functions as required.
  • Monitoring legislative and administrative initiatives impacting PayPal, identifying potential threats and opportunities
  • Support PayPal's Government Solutions team as it seeks to expand the company's footprint in state and local government payment solutions.
  • Participating in state and national trade associations, coalitions, NGOs and other organizations.
  • Establish and maintain positive relationships with key government officials, including governors, state legislators, attorneys general, and local government representatives.
  • Assist in the formulation of the Americas PayPal Government Relations strategy; liaise with colleagues in Legal, Compliance and GR worldwide.
  • Provide clear, concise and commercially relevant advice on government policy issues related to the operation and regulation of PayPal's US business, in close coordination with PayPal's business and product units as well as other corporate functions and teams.
  • Provide updates to senior leaders on relevant and material legislative and regulatory developments, assist in developing company positions, and outline mitigation or management responses. Includes arranging for and accompanying senior leaders on stakeholder visits as well as adequately preparing executives for these meetings by creating and sharing briefing materials.

Experience and Requirements:
  • Strong understanding of and experience in state government relations.
  • Ability to work in a fast-paced and pressurized environment with limited day-to-day hands-on management.
  • Most desirable candidates will be enormously flexible, able to consistently exercise sound judgment, have significant degree of self-motivation, be very resourceful and have ability to work with minimal direct supervision.
  • Travel as necessary (approximately 20% of time)

Qualifications:
  • Minimum 5-7 years relevant government relations experience, with an emphasis on payments, financial services, consumer/retail banking, e-commerce, or similar businesses.
  • Typically requires a minimum of 12 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years experience; or equivalent experience.
  • Previous work experience with a matrix-styled organization.
  • Excellent written, verbal and communications skills.
  • Can functionally and intuitively respond effectively, execute quickly and decisively, and is comfortable with ambiguity.
  • Possess sound judgment, resourcefulness, confidence, humility and a sense of humor.
  • Understand how to develop strong and advantageous relationships inside the business to leverage internal resources and assets.
