Look no further, the Nebraska Crime Commission is looking an individual to serve as the Juvenile Justice Specialist and the Racial and Ethnic Disparities Coordinator pursuant to the Juvenile Justice and Delinquency Prevention Act (JJDPA). This position is responsible for administering the Title II federal grant program awarded to the Crime Commission by the Office of Juvenile Justice and Delinquency Prevention (OJJDP), responsible for maintaining compliance with the obligations of the state agency administering the Title II program and monitoring the compliance with the "core protections" on the care and treatment of youth in the justice system.

Position is located on-site at the Nebraska State Office Building in Lincoln. No remote work. Out of state travel required November 18-21, 2024. Optional out of state travel October 15-17, 2024.

Job Duties: Manage the Title II grant program, serving as Juvenile Justice Specialist as follows: Administer Title II Formula Grants Program monies and other funds awarded under the JJDPA. Provide programmatic and financial grant and subgrant management and oversee the subgrant monitoring process to ensure appropriate use of the Title II funds and subgrantee compliance with federal and state laws, rules, and regulations associated with the receipt of the Title II funds. Develop processes for sub awarding Title II funds for meeting the goals and objectives as well as pass-through requirements of the JJDPA as listed in the 3-year plan. Coordinate federal grant monitoring, site visits, and compliance audits as scheduled by the OJJDP and other federal oversight agencies, such as the Office of the Inspector General (OIG) and/or the Office of the Chief Financial Officer (OCFO). Provide technical assistance to other agency staff in proposing projects and developing legal and financial support documents to ensure guidelines and deadlines are met. Reviews statutes, rules, and regulations associated with agency projects to determine their application to fiscal and grants management practices. Plans audit procedures and reviews budgets to ensure the efficient use of funds; recommends appropriate fiscal corrections or changes for consideration by the project manager. • Assists agency staff in maintaining and updating various federally funded activities and in writing extensive activity and progress reports. Monitors payments to grant providers/recipients to ensure the proper allocation/distribution of funds. Oversees and coordinates the development of contracts and other mechanisms used by project managers to manage state and federal aid funds. Maintains a roster of proposed projects and determines the priority rating of each project based on an analysis of the needs of the grantee and the state. Audits financial records and reports and recommends areas to be reviewed by the site review team. Participates in site reviews to examine compliance with appropriate statutes, rules, and regulations. Prepares special reports as requested by agency management to monitor grants and to examine compliance with appropriate statutes, rules, and regulations. Maintain compliance with obligations of the State Agency administering the JJDPA Act grants, including: Responsible for annual federal Title II Grant applications, submitting annual and quarterly reporting. Responsible for state plans and state plan updates and monitoring state plan priorities. Maintain up to date knowledge of Juvenile & Delinquency Prevention Act (JJDPA), and OJJDP requirements for programs and federal grants; Ensure compliance with the JJDPA and federal regulations. Provide information on the JJDPA and related state activities to state legislators and the congressional delegation. Serve as the Racial and Ethnic Disparities Coordinator, including: • Implement strategies that will reduce R/ED in the JJ system; assessing states' efforts to address R/ED among youth within the JJ system; and submitting R/ED plans to the OJJDP using a three-pronged, research-driven, outcomes-based strategy. • Responsible for Compliance with Federal Racial and Ethnic Disparities Core Requirement • Trains juvenile justice professionals in the federal requirements of the R/ED core requirement, causes and solutions of R/ED, best practices for addressing R/ED, the SAG and the state's strategies to address R/ED. Trains to the OJJDP Model for Addressing Racial and Ethnic Disparities. • Represents Nebraska and NCJJ/NCC in other state and local efforts to address juvenile justice issues as the juvenile justice expert in addressing issues of disparity within the juvenile justice system. • Provides training at multiple juvenile and criminal justice conferences and trainings throughout the year. Trainings include national, statewide, and local data. The position needs to explain the meaning of the data and its impact in the state and communities. Presentations also include education on effective strategies and processes based on national practice models and evidence-based practices. This position has to use their expertise and recall information, give examples from judicial district work, or other state's work and this has to be done immediately. In addition, the delivery of the information has to be delivered extremely sensitively. • Facilitates R/ED discussions and strategic planning processes in local Judicial Districts • Provide technical assistance to local communities to assist in their efforts to identify and address racial and ethnic disparities within their youth serving systems. This position assumes the responsibility for guiding communities though the development and implementation of a R/ED data driven and solution focused plan. As part of this process, the R/ED Specialist works with professionals from multiple agencies within the juvenile justice system such as; courts, probation, county attorneys, public defenders, law enforcement, human services, and education. It is also important for this position to assist in engaging community-based organizations, faith-based organizations, service providers, and local businesses to ensure a comprehensive approach to addressing the disparities and influencing change within a community. • Assist in guiding members to analyze local data to identify if there is a disparate rate of contact for youth of color in the jurisdictions juvenile justice system. • Facilitate a data driven process that leads to the identification of opportunities to reduce the rate of disparities. • Facilitate a structured process to develop a strategic plan based on data and best practices. These plans should include policy alignment, leadership development, culture enhancement, staff development (ie. Training, coaching, and practice approaches), agency and stakeholder communication strategies. The plans should highlight resources currently available, gaps in services, availability of culturally appropriate services, and capacity building strategies. • Be responsive to each local community and their unique needs and available resources. The goal of the process is that a plan is implemented and leads to outcomes that address disparities for youth of color whether that is related to prevention of contact or providing opportunities to divert youth from entering deeper ends of the system. Apply for and administer relevant juvenile justice grants. Assist with the administration of other state and federal grants within the Crime Commission as needed. Other duties as assigned

Requirements/Qualifications

Minimum Qualifications: Bachelor's degree in public or business administration, accounting or any discipline related to the work assigned. One year of experience in planning, organizing, and implementing program administrative or business financial functions. Experience may substitute for education on a year-for-year basis.

Preferred Qualifications: Juvenile justice system experience; grant management experience; experience working with youth and/or families with lived experience in the juvenile or child welfare system; Data collection and analysis experience; Experience working with juvenile detention, YRTC, jail, corrections, residential facility, or other youth facility; PREA compliance experience or knowledge; Experience working with juvenile based grant programs in either a county or state environment and in a multiple agency capacity involving either state, county or federal stakeholders. Experience in state or local government or community programs. Experience working with collaboratives and strategic and community planning.

Other: This position requires travel. As such, the incumbent must be able to present a valid driver's license or another form of reliable transportation. Regular and reliable attendance is required.

Knowledge, Skills, and Abilities:

Knowledge of: Nebraska's juvenile justice system; the Juvenile Justice Delinquency Prevention Act (JJDP); administering federal grant processes including: submission of grant applications, submission of grant reports, and monitoring of sub-grantees; guiding the work of, and providing staff support to, an advisory board; developing, writing and executing a strategic work plan for a government or non-profit body; data collection and analysis; evidence based practices in juvenile justice.

Skills in: effective oral and written communication; organizational skills; Ability to develop and maintain strong collaborative working relationships; Strong presentation skills; program evaluation; ability to be creative, use independent judgment, to think critically and adjust to a wide range of situations.
